Note the diagram. The top wire at washer motor is voltage, fuse protected and hot all the time. You can use test lite to check for voltage. The bottom wire from washer pump is ground, check that also, grounded by front electronic module. Make sure windshield spray nozzels are not clogged and fluid lines are clear and not clogged. For testing, you could use a redundant ground wire, splice into bottom wire in diagram, run it to chassis ground, clean metal spot. If it starts spraying fluid on the windshield, the washer motor would appear to be ok and the problem is elsewhere. Just my opinion.
