With a new pump, the instruction usually says to flush the system? Did you flush out the old power steering fluid? To flush out the old fluid, remove the belt, take return line loose, aim into container and work pulley with your finger to circulate fluid. The return line should be very low or no pressure, usually a hose with hose clamp. For the pressure line, these are threaded fittings. If no fluid comes out, maybe a bad power steering hose or a bad steering rack? Just my opinion.
