What car are you working on? Why doesn't matter how much water comes out of what inlet? When flushing the radiator, open the bottom inlet and open the radiator cap and give it good ten minutes. Good luck.

On the PT cruiser also check between the radiator and the A/C condensor for debris such as leaves etc. They are famous for collecting debris causing them to over heat. You may have to pull the radiator to do this.

I tried back flushing from the bottom inlet and the water flows quite freely but flushing from the upper one it is quite slow and I get a spray back
