With only 47,000 miles, should timing belt be replaced?
A repairman thinks that timing belt should be replaced because car is 9 years old, even
though mileage is only 47,000 miles. This is very expensive. We now drive less than
5,000 miles a year. Is it necessary to replace the belt now; if not, when?

A new timing belt is a GOOD idea on a 10 year old car
I'm with Judge Roy on this one! Your car is about 4 years over due for a timing belt! It is rubber, so it stretches and deteriorates over time. If you think the cost of changing it is bad, you do not want to see the cost of the repair when it snaps. You will be buying a new engine.
My service guy at the dealership said the timing belt will probably not dry rot based on the area it is in. He said he can check it and if it isn't damaged they will only charge a $90 fee since the mileage isn't nearly 90K. You may want to check if your guy can do a diagnostic first.
This all depends on how you drive it. The age, yes at this point you should probably change it IF you plan on going on any long trips or doing any high performance driving. On the other hand, you cold probably putt-putt around town for another year or so and just sell it without too much risk.
