No heat in a 2000 dodge carvan when driving but gets hot if parked

Ive got a 2000 dodge carvan if u are parked the heat works
but as soon as u start driving it its cold it has a new
radiator and thermostat fluids are good any help would be
nice

I would do a LOW pressure flush of the cooling system then run water through a few times and check it again.
