What would cause the steering column to squeak or make a loud noise when turrned?

This vehicle steering column has an annoying squeak when turned in any
direction, and what is needed to fix it and the  difficulty level?

it might be easy if it is caused by the plastic pieces which shroud the steering column- they might have come loose a little bit and are rubbing up against the back of the steering wheel- just loosen and re-position-

Thank You for the reply. Yes, this might be, I should mention this is not my vehicle, but a good friends. I will suggest this or take a look when I replace the blower resister and blower motor in it.
