Nothing with the Ignition control module or the Ignition module would cause the fan to start inadvertently. Either one could be the cause of a no start. There is a fairly involved process using a volt meter and a helper in which you can test the crank sensor, the ignition control module and the ignition module. Repost if you want the procedure.
