my 94 gmc sierra 1500 headlights and fog lights are not working

headlghts and fog lamps are not working but parking and brake lights are fine.
Is this a problem with the relay or module? fuses have been checked and are
ok.

Sounds like the issue may be in the light switch/stalk in steering column is bad.
