Top Brake lights don't work

I had a turn signal light go out and I replaced the bulb and got it working now.
But my issue is when testing it I found out the top brake lights are not lighting
up. The bottom bulbs light up as brake lights and flash as turn signals but the
upper brake lights wont light. Swapped bulbs with new ones. Any ideas??

I believe the top bulbs are just running lights, (tail lights) that the bulbs have only one filament, can't remember the bulb number, but the bottom bulbs are break lights (blinkers) and tail lights, a 3057 bulb. That is the way it is on my 1995 Silverado.
