what would cause my 5.7 ltr to idle at 1500 RPM will in nutral or even in gear with out useing throtle?

my truck is a 1997 it idles at 1500 RPM from the time I start it in the morning to the time I get to work 1 hr. later I have to ride my brake in 25 mph zones to keep the idle from making the truck speeding
