Rear tire locks up

I've got a 99 gmc sierra. Disc brakes on the rear. My rear
driver side tire locks up when I come to a stop. It will not
break loose if I try to drive forwards. It does break loose if I
go in reverse. I put the rear end up on jack stands and I can
spin it in park. Brake is not locked up.
