Right Rear Brake not working

Problem description: Right rear brake not working. I can push the pedal as
hard as i can and when in dirt the tire still spins. When jacked up I and push
pedal as hard as I can the right tire still spins.

I have replaced the calipers twice. Replace the Pads. The left brake works.
When I bleed the caliper i get plenty of fluid out.  

So this leaves me to believe the only thing left is the brake hose. The problem
is, I thought bad brake hose would collapse and cause the brake to stick, not
cause the brake to not work. I do not see any bulges in the line.

Input appreciated.
