No headlights!!

I have no headlights, but I have brake lights and signal lights and no radio.  Have tried changing fuses but they blow as soon as you touch it too the fuse panel.  Now I am wondering, I have a bare wire exposed on the block heater cord could this be my issue???  Could it be this bare wire that is giving me the problem??

Most definitely, a exposed wire running against metal is a direct short to ground. Put some electrical tap around the exposed area, and try. If you still blow a fuse, it is still a short in that circuit.
