Cruise Control won't disengage!

I didn't turn on nor have I used cruise control in months but when I started the car today the rpm went from 1 to 3 without touching gas. Then the car took off like cruise control was engaged but it was not, and it won't disengage. Can anyone help?

Check the throttle and cruise control cables
