Why do I hear a whining sound when I turn my steering wheel ?

When I park my car and have to turn my steering wheel and make a sharp turn I hear a whining sound. Today it did this and while sitting in the car after I parked it I kept turning the steering wheel from side to side and it would make the sound while the car was sitting still.

Just a guess without more information.Sounds like a low fluid noise,or a pump pressure problem which may be a bad pump.

Check fluid level if low add some Lucas Power Steering Fluid Stop Leak. If fluid is full and still making noise remove some fluid and add the Lucas.
Check the fluid, if full turn the steering wheel from lock to lock several times with the engine running (this removes air from the system). If it still makes noise I would suspect the power steering pump has a problem.
It could be all of the above or possibly a clogged filter or screen in the fluid reservoir/system.
