1995 Jeep Grand Cherokee security shutdown?

My 1995 jeep grand Cherokee has a problem
where it won't start weather its cold or in the
mornings it will turn over and over with the security
light on and engine light flickering and when I turn
off and on the key a ticking noise coming from
engine will sound and it would sputtering to start
but when it's started usually the rest of the day it
fires righy up. I would appreciate the help and
advise thanks
