why can't i get a good brake pedal on my jeep

I can plug off back brakes and get a good pedal but when back brakes aren't
plugged off I have bleed them and bleed them and it gets good fluid but still
goes to the floor. I have put even replacement parts for the abs and master
cylinder. I need help with this.

Because the rear shoes need to be adjusted up to the drums until they drag slightly.

But if you got air into the anti lock module, then it has to be bled at a break shop because you need a computer program to bleed out the ABS module. Otherwise then the master cylinder needs replacing.
