Rebuild ecu failed inspection

I had my ecu rebuild about a month ago and I went to get my state inspection but the computer was unable to connect
its possible if they just switched the computer they did not reprogram it correctly. It is a bit of a involved process and if they don't have the proper programs then it does not fully work. who did you get to rebuild the computer would be a good start and are you sure the place you took the car to for emissions had the right software to do this kinda car? i normaly jsut go to the vw/ audi dealer for a inspection and emissions.
The garage I took it to sent it out to California to be rebuild...
was there a reason for it ? or did they just tell you they need to rebuild it and never showed you the damage ? it is usually very rare that a computer unit needs a rebuild. The only reason it would need a rebuild is because it had a hole in the casing that water got threw. or salt corrosion which is not very tipicle in these cars. i had a solid block of ice in and around my computer module most of the winter it sat outside without an issue. So what exactly did the car fail on during the test ? and how well does the car run? whats the name and specialty of the shop you took your car to? I Never ever trust joe blow mechanics with my car i always go to a specialist shop
