What is neon yellow thick clear liquid coming out of H cap on gas line that smells like acetone or paint thinner?

97 GC LTD. was overheating for about 4 days as thermostat
would shut it off and not allow me to start right away. Max
heat my hubby said was 210 to 230. We're in Albuquerque
NM and 5000 feet above sea level and air pressure has
been down low due to heat. I took it to the gas station and
got 2 gallons of gas at 10pm Sunday night and took off
from pump and engine died out so rolled backwards to
pump and waited for it to cool. When it cooled I started and
starter tried but engine not turning over. Had it towed by a
strap and a vitara to my home at 3am. Next day a friend
came by checked fuses and then fluids and then fuel lines.
The top line around horn and fusebox area had alot of
pressure and the smell was like paint thinner. The line by
the engine when pressed in the ball bearing thick neon
clear yellow liquid came out. We just put the replacement
fuel pump in about 4 months ago. And since my hubby
doesn't own a shypone he filled the tank with fuel and
added something called seafoam?? I am at a loss but
between the thick fluid and it dying on me I'm at a loss
