cranks but will not start

I have a 1997 jeep grand Cherokee limited v-8 I changed the crank senser,fuel pump,when you turn the key on you can hear the pump run,when I spray starting fluid in the intake it doest start..checked spark,has no spark..the.check engine light is on.put a scanner on it and the code is 0001.fuel volume regulator control circuit open.....after it sits with the battery discunected for about an hour it will start...what can be the problem.
