98 grand cherokee obd computer will not stay on

I have a 98 Jeep Grand Cherokee 4.0 Laredo. The
OBD onboard diagnostic tool briefly flashes on for
a Split Second when it's plugged in but then shuts
off.  Its power on is so quick, if you blink you would
miss it.  I have checked all the interior fuses fir
power and the fuses in the engine conpartment. I
have checjed sensors (unolugging checking the ibd
and rhen replugging).  The check engine light
cones on when you start the car so i inow the
computer is active.  No pins are bent and no
corrosion.  I have tri3wd tried multiple obd readers.

I'm not sure about the 1998 Jeeps but the 1999-2004 Jeeps will self diagnosis. Turn the key from Off to On three times, quickly, without starting the engine, then stop at "On". The codes will show at the odometer display. When it's done, it will show "done". Tell us if that works.
