You are correct that your Jeep's cooling fan relay is under the passenger side headlight, but you have to cut a two inch square hole in the plastic to get at it. It's not too difficult if you use one of those small cut off grinders, just don't cut too deep until you can see what's behind it.
It’s not under there, I have taken the entire headlamp assembly that runs the entire front of the vehicle and it’s not under there. There looks like there is mounting holes where it goes on different years but it is not under the headlamp anywhere. Did they put them in a different place on the 2001

Maybe it was replaced once before and the previous owner relocated them so next time he wouldn't have to remove the front bumper assembly to get to it. I would look nearby for it's new location. It can't be very far as the pigtail is short. Thanks for the new info as someone else may have the same difficulty. Makes me wonder if this Jeep was in a collision and the inner panel was replaced.
I have the same problem I cut the hole in the plastic and the holes were there with a relay should have been in my 2001 Jeep Grand Cherokee it was not there

Hi. I have a Grand Cherokee WJ 4.7 2004. This use a Hydraulic Fan, Does'nt have fan relay located below the righ lamp...
