Diagnose problem see below

Only showing 9 volts on the meter, nothing else is working on the dashboard. The fuel relay and BCD? relay are clicking. Car will turn over but won't start.  It has gas in it.  Has been sitting for several months and not been cranked. Where to start to diagnose problem?

The very first thing I would do is have the battery charged and tested. A funky battery can cause all sorts of issues and must be positively eliminated as a source of trouble. Please don't respond that the battery is good unless you have had it load tested.
