A/C problem

So my a/c clutch was switching on and off every 5 seconds.  I noticed the refrigerant was too high so took some out.  Now its on full and the clutch wont turn on at all.  Any suggestions?

How did you know the refrigerant was too high? Typically if an a/c clutch is turning off and on quickly (called short cycling) that means the refrigerant level is too low. Do you have an R12 or R134a system? '91 is probably an R12 unless it's been converted. What is the ambient temp? Can you tell what temp the air coming out of the dash vents is?
