Fuel gage indicator reads Co then goes back to gallons left. What is it?

Fuel indicator reads 9 gallons left at normal pace of fuel consumption for a 1997 Town Car. Then fuel indicator went to CO then back to 9 gallons left. Starts okay. What might it be, the float?
