02 lincoln leaking water driver's side

I just got this 2002 lincoln town car signature
series just 4 weeks ago and I got a water leak on
driver's side I done lift up carpet found 2 holes
probably use to have screws in them but
somebody took them out as I was looking more I
noticed a wet towl sticking out of the back of
plastic peace in front of fire wall why did
somebody do this what should I do or how to fix it
.The towl behind there is very wet I do not want to
take it out just in case

I read that TCs are prone to water/windshield/firewall leaks. Best source for Lincoln Town Car questions "Lincolns Online" The forums there. Good luck
