Does the speedometer run through the ABS module?

The speedometer and odometer do not work on this 03 Town Car. The ABS,
traction control and brake failure lights are all on. I have no communication
with the ABS module with my scanner. When I drive it, the vehicle speed is
displayed on my scanner in engine parameters. My scanner will
communicate with all other modules. I've checked the fuses and relays. Other
than a bad ABS module, what can cause these symptoms?

Most likely the instrument cluster needs to be replaced. Many model years of the Town Car, Grand Marquis, and Crown Victoria are plagued with faulty instrument clusters. The new cluster will have to be flashed for it to work. Hope that helps! Jim
Will the cluster cause no communication with the ABS module?

NO the ABS module is sending Data to the cluster not receiving it from it. Confirm the None communication fault ABS fail? or wiring. The HEC receives the vehicle speed signal from the anti-lock brake system (ABS) module over the SCP and displays it on the speedometer gauge. When the HEC has no vehicle speed signal, the speedometer defaults to 0.0 km/h (0.0 mph). I purchase 1 owner original Town Cars and Marks VII & VIII
The ABS module was bad on this vehicle. After breaking 4 of the six brake lines and making new lines the speedometer and odometer all work.
