I talked with a friend, a retired Ford design engineer in the Lincoln/Mercury Division (RIP). He tells me that the Town car went to full width rear windows in 1995 and since then they can't go down all the way as the window can't clear the door configuration designed to fit with the wheel well hump. Even if a different type of window regulator could be fitted, the window will not be able to clear the space where it is set that, if we look around, many cars have rear windows that do not go all the way down due to the design of the body. I can only relate what he told me, I am sure that there are other interpretations.

Stand outside the car and picture the window glass lowered down into the door. It will be obvious that it is physically impossible to lower it all the way down.
