Transmission is in drive but it's pulling off in low gear.

I have a 1994 grand marquis that I
need help figuring out what's the
problem with my transmission.  
Im in drive but the car is pulling
off in low gear, like it's stuck in low
gear until I come to a stop; when I
pull off again the gears will
change until I get up 35 mph and
will stop pulling. I have to change
out to second gear for it to keep
pulling. In second gear I can go up
to 50 without interference.  But
sometime I can swap back to
drive and it will keep pulling and
maintain that speed. I also hear a
whining noise.
