Help me please

So I just got my front end done on my 1994 Mercury Grand Marquis and I took it
to the alignment shop and when they was done 2 things was wrong. First off
my steering wheel is loose and turned slightly to the right,  second they told me
they wasn't able to get my cambers to 0 so my tires lean in a little instead of
being straight witch makes my car ride rough. It's never been like this before,
what do I do?

The guy told me that it could be my a frame witch I just put new ball joint on or my Springs is the reason they can't set the camber right. Could this be true?
