1995 Mercury Grand Marquis Fuel Pump will not turn off. Constant 4.4 amp drain on the battery, runs it down overnight. Suggestions?

Id replace the fuel pump relay, even if it turns out not to be your issue it's cheap and easy to replace and is something that should be replaced periodically
The relay Brianator mentioned is the most likely issue. As a last resort, you could always run a toggle switch and manually turn off power to the fuel pump when not driving. Make sure the toggle switch is designed with the same amps/volts as the pump. You don't want to send to much or not enough power to the pump or it could fry it. Like I said though, this is only as a last resort to keep you mobile.
