Problem could be many things or just one simple thing. There is no way to know unless we do and electrical system diagnostic. Digital Multi-meter, Test Lamp required. U or a Certified Technician Check for malfunction and replace: Hot at all time 15A fuse, Hot in run or start 15A fuse, Brake Lights switch, Light Control Module, multi-function lever control and wiring. start from tail, signal and brake lights: open the ignition switch to run, remove lamps and bulbs and test for volts and current. No Voltage/current?.., go to the fuses and relay and so on. thanks

Anything from burnt out bulbs to broken wiring. Try bulbs and fuses first then decide to trace the circuit yourself or turn it over to a shop to repair.
