I have a 1996 Grand Marquis that
blowed the passenger side tire and
when it did that it ripped all the wiring
out from under the hood  so how do I
get all the wires back in there place

Either learn to splice wiring or go buy some replacement wire harnesses. Salvage yards are your friends.

I'll download and post some PDFs for you, give me a few minutes. But FYI, I find having a donor car the easiest way to restore a wire harness, some schematics are just too arcane to follow. You can use a Crown Vic as a donor too, no shortage of those in the junkyards. Back in a few
