1996 Mercury Grand Marquis where is the ignition switch relay

trying to find the starter relay, but seems its a fuse, doesn't say which
one...replaced he starter, still won't start...by passed the ignition with a toggle, it
starts, but starte fine before without bypassing...any suggestions?

Left of steering column should be a hollowed out sliding "key" shaped piece that engages the starter as it slides back towards the steering wheel. If this is broken, it cant engage starter by use of key. Will be to the driver door side of column between steering wheel and tilt fulcrum. (Will require specialty tools for replacement)
