1996 Grand Marquie OBD II Connection location?

I can`t find the OBD II Connection but I found this with a chip in it.  It isn`t the
connection for a OBD II, or is it?

1996 was the change over year from Obi to OBDii. Check in the engine bay on the driver side by the firewall for connectors for OBDi

TDolby- YOU DA MAN! I think I found it but it's so cold I can't get it open yet.....it's actually labeled "EEC TEST PORT". It's actually right on top of the driver side front wheel well. Thank you!

Do you know if you can take a 98’ mercury transmission and put in a 02’ Mercury with no problems
