Why is the car acting like its missing or surging while driving
It does not do it when I stop or take off I changed fuel filter and its still doing it

Others may know more. I'd check the fuel pressure (regulator bad?), and use a scanner and get the diagnostic codes. That might tell you something. Maybe the fuel pressure is too high or erratic? You've got to get those codes.
