1998 grand marquis starting issues

just changed the fuel pump but it still won't start. It
will crank over but nothing, we have Spark new
battery checked the relays and fuses everything
with the car is is good it just doesn't start

Check the inertial cut-off in the trunk. Measure the fuel pressure (if any).. Replace relay, they go bad.

Thanks for all the help. Still don't know what the problem was, let the car sit in the sun for a couple days and she started up the first try
