I have a 1999 mercury grand marquis, I've had my a/c charged but it still blows hot. What could the problem be?

Low pressure switch is a common problem and its only like 15$ so i would start there , unless you have some ac gauges and some experience

Just putting in refrigerant doesn't mean that you fixed the reason for why it leaked out in the first place. It's a sealed system and isn't suppose to leak out in the first place. Also the compressor might not be working. Someone may have put one of those leak sealers in and that can screw up the a/c. Basically you can't just add refrigerant and expect it to work!
