i wanna know how to check to see if my a/c blower is out, also how can i check to see if my climate control circuit is working and is it normal for the compressor too stop and go when the a/c is on

im not getting any air from blower, my a/c and heater does not work checked fuses there ok also is it normal for the compressor to stop and go stop and go when the a/c is on

It is normal for the compressor to cycle, in your case the fact that there is no air going across the evaporator coil, at the thermometer its sensing cold temperatures, and causing the cycling. With your fan on check for 12 volts from fan to grounds. If 12 volts is present, then your fan motor is at fault.

I've seen a lot of burned out fan speed switches on our fleet of Crown Vics (nearly identical to the Grand Marquis) and had to replace the connector as well as the fan, motor and resistor block (but not always the resistor block). The fan motor ages and draws too much current through the switch in the "High" speed. That overheats the switch and connector. Often, it's too hard to remove the fan (squirrel cage) from the motor so I order one when I replace the blower motor - it's a CYA thing. Change the resistor block if the fan operates in HI speed only.
