2000 Mercury Grand Marquis LS (my brother-in-
law's), we changed the Air Flow Actuator, now the
dash lights are not working and car won't start, any
suggestions???

Air-flow actuator? Are you referring to a mode door actuator? If that's the case, there's nothing about a mode door or any in-dash actuator that affects dash lights or the starting of a vehicle, unless you loosened or removed the dash and left something disconnected. All I can suggest is to go over your work and make sure every harness connector is plugged back in and all grounds are restored.
