I have a 2003 Mercury grand Marquis, I always have my lighting set on automatic, but for some reason my lights from the cluster and exterior begins to flick on and off every time I turn the wipers?

It could be the LCM (lighting control module) There was a recall on these, Sometimes Ford pays. There are people who rebuild these on ebay and other places. I had to do mine. Others on here know more about it.
