2006 grand marquis, AC comes out floor vents OK, takes several minutes before AC comes out top vents

turn on the AC and cold air comes out the floor vents; nothing comes out the top vents (not defrost vents)...in a few minutes, cold air comes out the top vents and all is well.  what causes this and how to repair?  thank you.

Its electric doors behind the dash and they will have to take dash apart to get to them and it could be a problem with them that was my problem with my 2003 Marquis
