You may have what is called a fusable link in line to the fan motor in its wiring harness. It acts like a fuse but is in the hot side of the power line from the battery to the fan. I had a similar problem in my 91 Trans Am and this proved to be my problem. The link blew from age and prevented current flow to the fan. It was located just off the battery connections between the battery and the fan motor. Good luck.
