It is not getting enough power to engage the starter. It just makes a clunk noise, when trying to start it.

Find your owner's manual or google search for a manual for your car to locate the relay (also called a solenoid). They are generally easy to find and replace and don't cost much. And when you say tested, do you mean that the voltage was reading correctly? Look for any corrosion at the battery as well and clean any off that you see. Ignition issues can get complicated, so you have to start at the beginning, which is the battery, and go from there. Could be electrical, corrosion, relay replacement, etc.
