Ignition won't turn either ? With your left hand pull the lever into the park position and see if the ignition will turn , then turn the steering wheel , the front tires aren't turned all the way are they ?

Yes ignition will turn but car will not start. Tires are in the center position.

so after the ignition is turned to "run" does the shift lever still not move ? And when you turn to "start" nothing happens ?

Correct on both questions. When car is turned on you can't move gear lever and also when you try to start nothing happens.

No dash lights either ? Headlights or horn ,? Look for a main fuse or fuseable link near battery ,
