98 pontiac grand am overheating problems

Hopefully you can help me. Working on a 98 grand am 3.1 auto. new head gaskets, thermo, rad cap, had heads serviced when they were off, rad cleaned, changed overflow bottle. the problem is the car does not overheat but runs close to "red" then starts regurgitating into the overflow bottle, the fans kick in cools down a bit but cant stop the regurgitating. Any suggestions?
