Usually behind wheel well cover next to fuel filler neck.

It's simpler than that. Just try angling the fuel nozzle in at a different angle and/or pump a bit slower. Mine does the same thing. Annoying, but perfectly normal. It's just the shape of the fuel filler neck going to the tank causing the fuel to back up a little as you pump.

Sure it is. Happens on lots of cars. The filler neck often makes a fairly sharp turn as it goes down into the tank. If the filler nozzle is positioned so the fuel is squirting against the side of the filler neck instead of directly down the pipe it will back up and cause the nozzle to shut off. Simply adjusting the angle of the nozzle so it directs the fuel directly down the filler pipe will solve the problem. Both my Grand Prix and my Cobalt are sensitive to that. And besides, what could possibly be plugging the tank vent? There's nothing but air that ever goes through it.
