Car not wanting to start. Acts like battery is dead but all light and instruments inside work fine

So I used the code reader. It says
P0650 and P0140. 02 sensor no
activity, bank1 sensor 2. What does
this mean and how do I fix it

Sounds like the o2 needs to be replaced.Can you watch the voltage for the o2's on you scanner? if you can, watch to see if there's any voltage change,if no voltage change sensor is bad.
