So I'm trying to figure out if this part is the reason why my car is over heating

So my car gets has been over heating recently and
well I noticed one of the pulleys was seized but I'm
not sure if it's supposed to be like that or not. Also
it ate through two serpentine belts

that looks an awful lot like a water pump. and no, the pulley should not be seized. if it is that's your problem.

So I have no idea what that part is if it's the water pump I wouldn't know but the part in the picture is one of the pulleys that I know for sure the part on the left goes on the part on the right but I'm not sure if is supposed to move or not even if is a pulley but I'm not sure if it's supposed to be seized or not (the part in the picture). This picture is of it where it would go if I didn't take it off

A seized water pump would be a major cause of overheating. Take that part in to your local auto parts store and they will set you up with what you need.
