What would cause rpms to be affected while slowing down from 55mph to 15mph & then back to 55mph? If I switch it into N & then back to D it doesn't do anything.

What are you asking? Rpms are how fast the engine is spinning, so as you slow down they will change, it will change as the trans downshifts/upshifts.
On top of that, what do you mean it does nothing? It stops acting strange or it acts like its still in neutral?
Why shift to neutral???? I'm soooooo confused!!!!!!!!!
While driving if I switch gears into neutral or Drive 3 the problem goes away. What I'm asking is why is the engine/trannsmission surging, jerking, lunging like it wants to stay running or driving yet while driving at 0-40mph or at highway/freeway speeds under cruise control it doesn't act this way, only acts this way if the accelerator is in a certain spot or while accelerating onto highway/freeway ramps or after roundabouts or while going uphill, nothing confusing about it really, just don't want to have to put duct tape over the rpm gauge like one mechanic told me to do & just deal with it.
